I would think that they're usually trying to recoup some cash off an artist before the artist is gone.  Usually its better for the label when the artist has already left and is creating some kind of buzz on their own, so they can capitalize off of that and they'll garner more interest for the compilation.  In Devin's case, he's a bit more underground, but this actually might work out well for fans such of Devin like myself who aren't die-hard enough to have his entire works, but definitely love the standouts on various albums.</description>
